Government Structure
The City Council of the City of Grand Haven serves as the legislative body of City government, including the Mayor and four Council members. City Council establishes City legislative policy by approving Council resolutions and ordinances and allocates public funds through the adoption of the City budget. City Council directs the activity of City staff through its appointed City Manager. The City Council also appoints the City Attorney. Among Michigan home rule cities, more than 175 use the council-manager form, in which the elected Council appoints a professionally trained and experienced manager to administer the day-to-day operations of the city and to make recommendations to the City Council. The Council makes all policy decisions, including review, revision, and final approval of the proposed annual budget.
